The Ministry of Communications and Information Technology (MCIT) announced the signing of several strategic partnerships with a group of local and international technology companies, namely Malomatia, Accenture, Google Cloud, Microsoft, Oracle, and Scale AI. The agreements fall under the GovAI Program, which aims to accelerate the adoption of artificial intelligence across government entities and develop national digital projects in alignment with the Digital Agenda 2030 and Qatar National Vision 2030. The signings took place on the sidelines of World Summit AI – Qatar 2025, organized by InspiredMinds in partnership with MCIT.
The partnerships were signed by Ms. Eman Al-Kuwari, Director of the Digital Innovation Department at MCIT, alongside company representatives Mr. Khalid Mohamed Al-Kubaisi, CEO of Malomatia; Mr. Mejdi El-Khater, Country Managing Director of Accenture Qatar; Mr. Ghassan Kosta, Regional General Manager of Google Cloud; Mr. Ahmad El-Dandachi, General Manager of Microsoft Qatar; Mr. Rached Dabboussi – Vice President, Cloud Technology at Oracle; and Ms. Julia de Boinville, Head of Europe and Middle East at Scale AI.
Ms. Eman Ahmed Al-Kuwari stated, “These partnerships fall within MCIT’s efforts to expand the use of artificial intelligence across government entities and develop projects capable of creating tangible improvements in work processes and service quality. They represent a practical step toward working with organizations that possess strong technical expertise, giving government entities broader options to adopt advanced technologies in a structured and progressive manner.”
She added: “These partnerships will enable wider implementation of the Government AI Program through enhanced advanced analytics capabilities, new AI-based applications, and operational frameworks that strengthen digital readiness across government entities, ultimately improving the quality of services provided to the community.”
The initiative then moves into the Build phase, which includes Partner Scoping, completing the Entity Agreement, and proceeding with Use Case Scoping & Approvals before implementation. This is followed by Use Case Deployment, covering both the pilot stage and the full-solution rollout. The workflow concludes with the Go-Live phase, which includes Go-Live & Impact Measurement, followed by After Go-Live Support in accordance with partner SLAs.
The selection of initiatives participating in the program is based on a set of core criteria, including strategic relevance, expected impact, availability of data sources, and priority level, while ensuring alignment with the operational and strategic priorities of government entities. The program follows the GovAI Program Workflow, beginning with the Demand Generation & Qualification phase, where the use case idea is defined (Use Case Ideation) and submitted through the platform (Gov.AI Portal Submission), followed by Use Case Qualification by MCIT and MCIT Committee Approval.
The partnership with Malomatia includes developing AI-powered digital solutions for government entities, enhancing data-analytics capabilities, and improving operational automation. The partnership with Accenture focuses on advisory and technical support to develop advanced AI use cases and strengthen digital capabilities within government entities. Mejdi El-Khater said: “We are pleased to deepen our AI-focused collaboration with MCIT, bringing Accenture’s global expertise in artificial intelligence to accelerate Qatar’s government AI transformation. Our mission is to help government entities harness AI to enhance decision-making, automate processes, and unlock data-driven insights. This partnership demonstrates our commitment to positioning Qatar’s government sector at the forefront of AI innovation.”
The partnership with Google Cloud includes supporting cloud infrastructure development, enabling advanced analytics, and expanding access to cutting-edge data-analysis platforms. Ghassan Kosta noted: “This partnership reflects Google Cloud’s commitment to supporting Qatar’s government sector with modern cloud infrastructure capable of meeting the growing demands of AI applications. Together with MCIT, we will empower government entities with advanced data-analysis tools that help them deliver faster and more efficient services.”
The partnership with Microsoft focuses on enabling the adoption of generative-AI solutions and expanding the use of Microsoft Copilot platforms, in addition to offering specialized training programs for national talent. Ahmad El-Dandachi said: “This partnership reflects Microsoft’s deep commitment to supporting Qatar’s efforts to lead the transition toward generative AI technologies in the government sector. With the expanding adoption of Copilot platforms, we are not only enhancing efficiency levels but also driving a fundamental shift in how government entities operate—enabling them to overcome traditional challenges, improve processes, and deliver high-quality services with unprecedented speed and effectiveness. Together with the Ministry of Communications and Information Technology, we are helping build a future in which Qatar’s public sector takes a leading role in digital transformation and drives it forward with confidence and innovation.”

This collaboration represents an opportunity to enable and support government digital transformation initiatives leveraging the latest Oracle AI Cloud services portfolio.
Meanwhile, the partnership with Scale AI includes supporting the development of AI models, providing high-quality training data, and enabling government adoption of generative AI applications. Julia de Boinville commented: “This partnership aligns with Scale AI’s commitment to develop AI models tailored to government needs using high-quality, AI-ready data. We look forward to working closely with MCIT on projects that advance language-model development and operational AI applications within the public sector.”
These partnerships fall within the implementation framework of the GovAI Program, which focuses on integrating artificial-intelligence solutions into government operations through a unified, data-driven model. The program provides participating entities with practical tools to streamline daily operations, improve information management, and adopt digital workflows aligned with their institutional mandates. It also enables wider adoption of language-model applications and advanced analytics technologies, strengthening government institutions’ ability to align their operations with the priorities set out in the Digital Agenda 2030.
